RDR-197 plugin-only cut anchored on v7.36.1. Payload (PENDING_RELEASE entries emptied by this cut): conexus/hooks/scripts/_run_python_hook.sh prefers the installed generation's python, then an active venv whose editable nexus is this checkout's, then the named probes (nexus-4ti7e: on the 7.36.1 install the rdr hook ran under Homebrew python3.13 with no nexus and reported a fully indexed RDR tree as NOT indexed on every session start; the owna8 fix shipped inert); rdr_hook.py names a resolution failure on its stdout verdict line and in ~/.config/nexus/rdr_hook.log; version_lockstep_hook.py docstring. Machinery landed on main first: #1518 (tag workflow lint excludes the docs-rot lint on the depth-1 checkout), #1519 (real-config-dir guard allowlists session_commits/). Rehearsal: tests/e2e/plugin-cut-rehearsal PASSED in container mode on this tree's source. Channel defects found and filed: nexus-2x3qy (no deferral mechanism behind the straddle refusal), nexus-ps1gx (the cut's battery vs the substrate).
